Your link admits to dropping 3.4 million children from their study. These children are people and are also drawing temporary welfare assistance just as anyone else on the program. Yeah and it also shows that Baldwin didn't count government employed folks as workers. So count the children as welfare recipients but also count all government workers as employed. Why should government workers be excluded? They work and pay taxes too.
