Update Rain Tax aka surface tax has caused many problems. 2nd O'Malley term has proven to be a failure since Harry Hughes 2nd term. In the 8 year period it was a Democratic Control legislature who decided to punish all Marylanders because it had a problem with Ehrlich. They were not thinking of the people. Why do you think California has failed because it was a bi partisan pursue of myths and California proves states can't set double environmental rules and Maryland proves setting a new tax will lead to many people putting up their homes for sale and move.
