I got news for you, butte county in its entirety is low income.

The city's low income housing program, which uses some redevelopment funds, is not cost effective either. Dividing the total money spent by the number of housing units created gives you a number in the $200K+ range. The city probably could have purchased and given away single family homes in a more cost effective manner.
The redevelopment agency has allowed the city to fund almost all of its infrastructure projects through long term debt. This freed up General Fund money for increases in payroll going to the 7 bargaining units down at city hall. Now there is no room in the General Fund to pay for anything other than payroll.
Finally, there is no rhyme or reason to the how the redvelopment agency funds are used. The list of projects changes year-to-year based on the political winds. One year the humane society's building is listed as a project, the next it's a police station. Project cost estimates double annually with no explaination.
While Brown's proposal would completely devastate the city's economic foundation, it would also get local government off the crack-pipe of spending money they don't really have.
This is so typical. The city is always threatening to cut fire and police services but this article states that they are "planning" on building a new facility for each of these departments. What gives with that?

I wonder.. will we go back to the real meaning of blight? Here in Chico blight means pet projects get
called blight in order to qualify for RDA funding.
Thats how Chico made the mall happen.One day it was open space and the next day it was blight. Shazam and RDA to the rescue.

Its time for us to step up as a community and figure out how we can be self sufficient for just such things that can happen. There are many Grants available and big business pay out so much to these.

Research and stop finger pointing and lets get a solution!!! We have the power to save this project.
Think about it and work together.

If Jerry Brown really and truly does intends to cut the RDA (Redevelopment Agency), well I am sorry I did not vote for him.
Well I am sure Meg Whitman would have been smart enough to do it as well.
Combining this news and the firing of six police officers this year is starting out pretty darn good.
Now lets start cutting the fire departments.
