Shasta water is FED water. Drive by in the summer, looks full most times. FED water is way different than State local water. There are now some outside sentinel gunslingers that view all water as their water.

Government historically for the past 500 years tend to treat the 'squeaky wheel' with a dose of grease. The loudest squeak gets the attention.
