The IPCC is agreeing to exactly what the author stated that they are. That the greenhouse effect of CO2 diminishes as more and more is added to the atmosphere.

Just as with much of PBS programming. PBS receives a small portion of their funding from the government and the majority of their funding comes from private donors and corporations like Chevron, The Kochs, etc.
