I think it's ridiculous that Dominion has to ask the government how they can price their product. Can you imagine if Food Lion or Chevy or Hardees had to ask the government's permission to adjust their prices?
The government should stay out of it and let the free market dictate the price. If Dominion gets too high people will switch to other forms of energy: propane, natural gas, solar, wind, wood heat, etc. We don't need the government artificially dictating the price of energy.

Utilities are unique in that, they use eminent domain to obtain their property. They're a matter of national security, and that it is effectively a monopoly. A good example is the Enron scandal where they were fixing the prices of electricity, causing rolling blackouts in certain areas increasing the cost of electricity to the tune of $1000s/MWh. That is why it is regulated. The cost of alternative sources is an extremely high upfront investment, why do you think that utilities make it so expensive to hook up smart grid technology?
