Not to discredit what the Moms of the patients current in or previously in the facility; but reading your findings from the past, the facility has made many changes over the years and does not completely fit the findings. The one fact that does still remain evident then and now is the fact that there are not enough staff in these facilities to successfully monitor these people. When you are only assignging 4 staff to monintor an entire living area, is that adequate staffing? No it is not. TO say that these facililites are looking for funding. No, they have to comply with not only Central Office, but where there are budget cuts that elimates staff, well this explains your adequate staffing. What you don't hear are the number of staff that are also out because of being seriously injured by the real inmates that reside there. This too plays a part in staffing coverage.
Then to say that no one with medical reasons such as asthma or seizures should never be in restraints. One, there are several different types of restraints that can be used, as well as rooms when not in restratins, that can be used to allow some to cool off. You have law makers that require the elimination and reduction of restraints and seclusion, but you have those saying treat them all as inmates. We'll this in itself is a contradiction. When individuals are expriencing medical problems while demonstrating aggression the situation is treated as medical and then restraints can't be used. Again, there will never be a solution to fix everything at the facility. Those that deside what happens there come from much higher than those that work there. Those same decision makers are not on the floor with the people. THose that decide who goes there and does not are not the ones that work there either. It's over crowded at times and under staffed always! Still cutting state employees... well this is another reason why they under staffed. Sorry this happend to Justin. Justin seems to have a mother and family that would be willing to be more involved and can take this and have the laws changed. Perhaps his family can mandate adequate staff by increasing the number of staff employeed in the Forensics unit. One thing I would like to remind the family, again sorry this happend to your son, but there have been no advocates when similiar incidents happend to staff, for those that work there its called "an occupational hazard" and because of disclosures there's nothing anyone can do, nor do you, the public, here about it.

Sorry Lee, there is something the staffing can do.
There is a web site out there. I will see if I can find it for you. It actually, give employee's input and reward them with merit pay increase, should they utilize their input, or suggestions.

When I work in Corrections and I was sucker punch
in the eye by an inmate. I was told taking risk, it come along with the job. I know it is stress full.

The caring individuals and people who do their job, will evenually get discussed and move on.
but, for now it is a pay check.( isn't it?)
New laws will be put on the BOOKS, from the last murder that took place in this forensic Unit.
I do believe you are a compassionate individual,and maybe you will move forward with changes.

What bothers me is the blogger who informed us that the camera sees what it wants to see. Did someone see and turn away? If so how do you sleep at night, knowing that a life could have been saved? Whomever was monitoring the cameras that night should have some responsibility on their heads. It was only 9:30 pm. Too earlier for the staff monitoring the cameras too be asleep. So what were you doing when a cold blooded killer was able to go into a room and kill, and go back a second time? What were you doing playing cards, reading a magazine, talking about the club, or your wife or girlfriend issues,watching the game, because it was too early to sleep. What about the safety of the staff? Maybe a staff's life could have been a state. Could even staff rely on you to do your job? Monitoring the camera is a very important responsibility. It could save the life of another patient or a staff. Wake up , and stay alert you have killers among you.

Staffing a personnel problem. A murder patient,everyone problems.Then it is the blame game.
Then here comes the advocates, who make the change.
New LAWS, are put on the BOOKS.
Most advocates, do this with conviction.
Justin, will help make this change happen.
To JUSTIN family.Keep going with your convictions, in Justin name.You will make a change, for others.
As for the ones, who died prior to this.Their death will not be in vain either.

It kills me how a few of you on here are quick to judge and assume that Justin was this bad person. He just made some bad decisions in his life as well as many others out here today seem to do. I went to school with Justin...he was my neighbor. He wasn't a bad person. It was always a delight to see him cause seeing justin smile made you smile. It kills me to know that my friend will no longer been seen. I was ready for him to come home so I can see the Justin that I used to know..not the one who left with the problems he had cause that wasnt the Justin that I knew. He was supposed to be safe at this facility so all you hospital workers where was his safety? Why didn't anyone realize someone was in his room? These are questions that we all have and so many more. Justice will be served for Justin. Like his mom told me his life will not be in vain. Justin's name will forever live on.

CaptainNice, I know this all too well. I'm still waiting for MOM to post the link she knows of. The only bad thing is staffed employees have to be careful with what they report because of laws and provisions, they may be putting their own jobs in jeaporady. Not everyone can afford not to be employeed.

I can tell you I was a patient at catawba state hospital.There I was under the care of a (so called doctor)named Scott Turpin M.D. to say that this man is a QUACK WOULD BE AN UNDERSTATEMENT he now works at central state.I was in catawba for a (so called) drug problem that I never had.While in Catawba I saw things that I would not believe if I had not seen it.I woke up daily to see a 70 year old black lady masturbating with a plastic spoon.I asked the nurse that was sitting in her doorway can you shut the door I do not want to see that I was told by the nurse NO I also asked the nurse WHO GAVE HER THE SPOON I WAS TOLD BY THE NURSE WE DID.I went 6 days without being allowed to shower I was told by staff we are understaffed even when I saw staff just sitting around doing nothing in the nurse station.I was on the 2nd floor there was a lady in a room named Mary Jane she had a nurse sitting in her doorway also she had a matress on the floor one day she SOILED HERSELF she was allowed to sit in it for hours it smelled so bad the entire floor was horrible with the smell finally after about 2 hours a nurse cleaned her.The QUACK doctor and his staff would deliberately say or do things to me and other patients to provoke a resopnse.I would have suicide checks every 10 mins at catawba at night even when I told them I AM NOT SUICIDAL LEAVE ME ALONE SO I CAN SLEEP it was all just to try to annoy the patient.I was talking to a nurse one day and I asked her why do you think I am here she said either you have a mental problem or you have good insurance. I said yes I have Blue Cross she said there you go.I said you must certainly know by talking to me I do not need to be in a place like this she agreed.The next day I requested a meeting with the QUACK scott turpin and his "team" I told them that there was no reason for me to be in a place like this I was on no medication at all and that they would release me or I would sue them.At first they did not believe me but when they had reviewed the phone calle I had made and saw I had called 2 attorneys that said they would help then scott turpins M.D."s story changed.I told them I was also aware of the woman who had also just been killed weeks before on the 6th floor at catawba she was related to a family member of mine.When the staff of dr.scott turpin heard all this they told me I would be releaseed in 2 days.When I was released I was told by attorneys that I has an excellent case against catawba and the doctor.I was also told it would be a long court process so I decided not to do it but I NOW REALLY WISH I HAD.This all happened in December of 2001

I also forgot to add that alot of the people in these places are not bad people or even dangerous.So many of them are just people who are railroaded by the courts or social services into these terrible places.More needs to be done to protect people from being in these places that do not need to be.

Lee,I research again for this site I want to post. That is my hobby, use to be my line of work too. It isn't for everyone. I must say, this sounds more like a personnel issue, that the staff has to take up with administration. I understand, the code of silence, that one speaks on. You're right it might cost you your pay check. One have to go in numbers,
and speak out your concerns. Then they will listen.
If you want your work place to be made safer, then move forward and do just that. As for the website, I research so many, I will go back and look for it. I will post it when I find it.
Keep in mind. Advocates, do this with conviction.
Conviction, when they see their love ones endure HUMAN suffering.
Compassionate staffers, will find ways to address
issues.Advocates, put NEW laws on the books.
Lee, you will see a change there period.
I am thinking, it will be shut down! Until you staffers, and all of the PATIENTS are kept free from HARM.So their will be no more Justin's not being monitor.
You know what? I am going to advocate for just that. Shut down CSH, till changes are made to make everyone safe.
You know what else? There will be plenty of staffers out of work.The good ones, might stay.

My heart goes out of Justin's family. The issue can be debated all day and night,at the end the result is the same. Someone's child is no longer here. I will not generalize every employee at Central State,however it appears that they have a neverending battle. The battle of over worked,under staffed,not to mention many unqualified persons. At the same token they have many caring staff who work hard to make a difference.

I'm sure many facilaties have lots to cover up. It's sad it's at the expense of someone's life weather it be the employee or patient.
The laws to protect to mentally challenge is in place due to those who have abused them. Unfortunately,the employee is at much as a greater risk for getting hurt.
I commend those who elect to serve and protect. It's not an easy job. Sounds as if some foul play was invovled.

Justin may you be at peace. Justin's family,You all are in my prayers. Loosing a child is the worst I have ever had to endure.(((hugs)).

Central State Hosptial Staff ....I again commend those who work honestly,and n a caring manner.
To those who can't tolerate the conditions and make others suffer for it.......GET ANOTHER JOB.
No one's life is worth your carelessness,and lack of respect for another human being.

To Justin Family, I saw the story in the Richmond Times dispatch. I saw the family on WTVR.The reporter did an excellent JOB.
I saw the pain and hurt one is going thru.Your family are in my thoughts and prayers.
Now, as one go thru this journey keep one faith.
Yes, new laws on the books will happen.
I can assure you, you have gotten CSH-Forenics attention. VOPA, attention and also so many patients families who have a relative in there now. Safety, is priority NOW.
