So an agency can enter this county and arrest and take away someone and not tell anyone? What is he being held for? What is he charged with? Has he been arrested unconstitutionally, or kidnapped? Should someone not find out?

Call the FBI and ask them. They have an office in Lexington!

According the Richmond Register article, they are not releasing this information due to it being part of an ongoing investigation.

FBI can arrest people anywhere in the country if they need to. That's why they have the word "Federal" in Federal Bureau of Investigation". They don't have to explain it to you or me.
