Most federal government jobs were created so that someone at the top could get a higher grade level. Jobs are not often created because there is an actual need.

Actual scenario:

A GS-9 wanted to be a GS-11 and he's part of the "team" so he creates a plan.

He created more GS-7 job descriptions, then promote three already GS-7 pals to GS-9 to oversee the newly hired GS-7s. Now the government will promote him to GS-11 because he oversees three GS-9s. Everybody wins, right?

Only problem none of these people are really needed!

The problem with your scenario is a GS-9 doesn't have the authority to either create GS-7 jobs or to promote 7's to GS-9 positions.

R u saying Saddam didn't have WMD? If ur sayin' yes, what about the mustard gas used to kill kurds? If ur saying no, then what be the problem? Is it possible we didn't find it becuz it got moved to another country?

I can't actually believe that there are so many people that are so busy blaming Bush for everything and giving the Islamic dictatorships and terrorist a free ride. Islam has a goal of taking over the world and making the world into an Islamic world. They are using every method known including lies, deceptions, wars, terrorist acts and propaganda to further their goals.
It seems to me that there are three forces at work. They are now fighting it out and we are caught in the middle and are paying the price. They are Islam, Communism, and the global capitalist. Each has the desire and the ability to rule the world.

no,i am not sayin' that he never had or attemped to have wmd. but,since when did 'mustard gas' qualify as a wmd? saddam was a sadistic mass murderer.but unlike the muslim brotherhood,for example,he was a secular ruler. remember tariq azziz(?),saddams' most trusted minister was a christian. i am just questioning the wisdom of U.S. military intervention of every corrupt ten-buck dictator in the world,that is all.
