The short answer is yes, yes, and yes, it's legal! And it's OK. You know who you're enemies are! Human beings do hate now and then and it comes out now and then. It isn't pretty to watch, But unless we want to replicate nazi Germany or Stalin's Russia, we have to tolerate some verbal opposition.

As long as the guy doesn't cross that fine line, they're stuck with it during the mandatory public speech; it looks like a tough call. Sounds as if the mayor and council could use some guidence from the Southern Poverty Law Center.
