In Richland we have a discussion going now about banning specific breeds of dangerous dogs, and it's a good discussion. However, the proposed ordinance sets limits for having dangerous breeds penned up. Why not an ordinance concerning the penning and keeping off all dogs in Richlamd?
We have a neighbor with four large dogs that stay penned up 24 hours a day, seven days a week. They are never out and never gone and they bark constantly.
If you complain to Richland officials or the police, they say there's noting they can do about the constant barking.
Why don't we also address that problem?

I understand that Richland does have a noise restriction. So officials should take your complaint about the noise which is a disturbance of the peace. You may have to sign an affidavit and then appear in court against the dog owners.

I am living next door to a dog that is penned 24/7 but I don't think she is dangerous...but I really don't know. No dog should be penned or tethered 24/7, it causes behavior problems and eventually can lead to biting. It's also a form of torture to do that to an pack animal that wants to spend time with humans...I am working to get that changed in my state. If you have time, it's a great cause and would be a permanent change that would be more humane and provide better public safety in the longrun.

I live in Clinton where there is a specific breed ban for Rottweilers & any form of Pit Bull. There is a coalition that is fighting this. I also work at an animal shelter & see some of the problems associated with the constant penning of animals. It is definitely not healthy for them. Just think of the small dogs such as Chihuahuas, Shih Tzus, etc. that are tied to trees in the front yard all day. We have seen that, too. I agree that the owners should be held accountable for these actions, but as we are saying here, "Ban the Deed not the Breed".
