It's not exactly a green light...what it is happens to be that MassDOT does not have jurisdiction over the railroads...the Federal government does.
What this study was intended for was to alert the public about this proposal by Global Petroleum to bring nearly 2 million gallons of ethanol at least twice weekly in 60 car trains...highly flammable liquid which is difficult, if next to impossible to extinguish.
Global now brings it in by barge and in the best case scenario, that's what should continue.

The ethanol proposal is an old issue. All area public safety branches in the communities affected have already completed the training within the past year in case there is an emergency.
It was a "green light" in the summer of 2012 just not on paper.
