Why can't they just be spot welded in problem areas???

the companies paying the money for them need to be fined big time.You do not hide 10-20 manhole covers at up to 40lbs in a bunch of lighter stuff.The company listed in the story gets most of them knowingly I am sure.If you dont have a buyer they will stay.
