High water bills

I learned from TMWA that about half of our water bills go to payments on old debt. It seems to me that there could be another way to manage that debt, since everybody uses water and we need to be able to maintain green areas and gardens. Could that debt be shifted to some kind of general tax, so that citizens could afford to keep green areas?
Many water bills are $300 to $400 or more. How would it be if we could pay half these amounts?
