Gudas said he asked why the police officers weren’t shooting the dogs while they tried to come through the fence but the officers said they couldn’t shoot unless they felt threatened.

Were these cops Retards? Obviously the dogs were threatening an unarmed man in the tent. Why didnt they shoot the 2 dogs THEN and THERE?
They were only worried about saving their own sorry butts.

Put the other dog down. give a Summons to the owner, give him a hefty fine. Also make him pay for the 1st guy's medical bills.
Also force him to secure his fence better. Maybe even ban him from owning another dangerous Molosser type dog
