The first time I saw it I thought they may have just been calling someone, but I have seen two different cops doing it three different times now. Isn't that illegal?

It turned green and we both pulled off. He was texting with both hands and driving with his knees all the way to the next light. I stayed beside him the whole way and watched. I wish I could drive and film at the same time.
