It costs the taxpayers an absurd amount of money for this kind of lawyer/legal masturbation.

We are literally talking a minimum of tens of thousands of taxpayer dollars to see if he should get 50 to Life rather than Life without the possibility of parole.

Another example of the complications involved with adding gang enhancements. Take note of this when citizens want gang members locked up, it's possible, but not as easy as it sounds. This example is just the tip of the iceberg.
