Cities brace for onslaught of flood damage claims
First came the flood. Now comes the deluge of damage claims. If a Livonia town hall meeting Thursday night was any indication, Metro Detroit counties and municipalities will be swimming through insurance forms for months.

The water level was well above normal for flooding. DUH.
However, cities have some discretion in regulating the flow into the sewers that caused the basement flooding. They can keep more water on the street that is flooding and not let it go directly to the storm sewer. Then they are criticized for allowing the streets to flood. The parameters that they set have been successful in most cases. It might not make sense to over react.
