Yeah, it is called the Robin Hood Tax system. They take the money from the wealthier districts and give it to the poorer ones.
Kinda like Obama`s idea. Redistibute the wealth.
I don`t like it in the schools and I sure don`t like it in the real world. It is one of the fundimentals of communism.
