I like how the Reading Eagle crammed in the fact that Council is considering changing the Quality of Life Ordinance so every homeowner is responsible for cleaning the alley behind their house. Once again that will punish the good citizens and leave the bad ones off the hook. Guess people need to hire someone to patrol the alley while they are at work.
