Why not put these inspections back in the hands of private inspectors? That way there is no liability on the city and they city can get a piece of the pie by charging the inspector a fee per parcel. Not to mention that private inspectors actually test things. The city-provided property maintenance inspectors don't test anything and legally canít cite a property with structural issues. They can only point out the obvious flaws (cracked windows, peeling paint, no smoke detectors, etc.).
