These "laws" mean nothing. Marijuana is now classified as a medicine. You can't restrict sales anymore than you could for a CVS. These are all desperate measures that won't stand up in court.

The dispensary developers should find cheaper real estate in Billerica compared to Lowell, the commercial vacancy rate is higher in Billerica.

Billerica is closer to Boston than Lowell. It is a better choice to locate a dispensary.
