As long as it is the homeowners property and they pay their property tax they should be able to park where ever they want on their property. If the city is paying the property tax for them, then the city can tell them where to park.

The tree lawns belong to the cities, this a easement title. If this is the case where you live then the city can give you a ticket for parking on the tree lawn.
