What puzzles me are people with handicap tags who then walk around malls. If you're well enough to walk around a mall, why do you need handicap parking?

Not all disabilities automatically put one in a chair or on crutches or canes. Many disabilities are not visible to the eye - Hip or other joint issues, heart issues, kidney issues, etc. All of these various health problems can affect a person's energy levels.
And also, don't assume because someone is under 65 that they can't possibly have a disability. It could hit at any age for any reason.
