The U.S. Commodity Futures Trading Commission filed a civil lawsuit Tuesday against two traders, accusing them of manipulating the oil market.

James T. Dyer of Australia and Nicholas J. Wildgoose of California artificially drove oil prices up and then down racking in more than $50 million.
