Mr. Chambers lived in the city of Monrovia all his life , he got his act together right before he was confined to a wheelchair. Yes, he was a character at times and also helpful at times as well. Mr. Chambers was well liked in our community. Mr. Chambers moved to Upland to be with family after being unable to help care for himself. The fact of the matter is if Mr. chambers had resided in our #1 city he probably would be alive today. Mr. Chambers will will be missed dearly in our city..Rep for Monrovia Police Dept

The answer to your question is yes for public drunkiness, but we hold anyone that is drunk in public for 12 hours if they have not been involved in a crime. There has been times where we would just take him home. Mr. Chambers was a harmless man with a drinking problem. Also in our city if a person shows any signs of being under the influence of alcohol the franchise is responsible to call and report it. I hope that answers your question. I'd hate to have to perform a strip search on a drunken homeless guy.
