I agree that a technical degree should be offerred to foreign students of good character who study here and obtain an authentic PHD from an authentic USA uiversity.

Simply having the PhD is not enough. If they find a sponsoring employer, they can get a visa to come work. Without a sponsoring employer, what does their having a PhD mean in terms of being able to contribute to our society.

Well! why should it be given, when phd's can apply on their own using EB1A or NIW categories without the need for a sponsoring employer. I have done this with the help of a lawyer using an example petition (greencardforphd.com ). Both the categories offer plenty of scope for a Phd. It takes sometime for application process but I think it was worth the effort of obtaining the GC because I have several options for work.

I agree fully. For US to maintain its competitive edge, we need more highly educated and skilled people (of good characters of course) to live here. One way is through our own education system. Another way is through immigration.
