As part of the Obama Medical Plan, like that..anyone who gets more candy than others should surrender it to those of us who dont get as much or have the opportunity to trick or treat due to oppression.

that is correct. additionally, costumes must be shared. Those who purchased their own costumes must first let the less fortunate borrow the outfits first, especially if they are from another township.
