What about providing...requiring him to have a subsidized apartment and a "special" job where he can be watched and monitored. A GPS bracelet and social service police force?
Remember 9/11, how is the inter communications between all the authorities?

Burlington parents worry about sex offender's proximity to school

Burlington parents are worried about a convicted sex offender who goes by the name "The Prophet" and frequents the neighborhood surrounding Edmunds Elementary and Edmunds Middle schools on Main Street.
The 58-year-old man, Lindley Murphy, was convicted of kidnapping and sexual assault on a child in Colorado in 1991 and has been listed for this crime on the Vermont Sex Offender Registry since 2004, the registry coordinator said. Murphy is well known to Burlington police and is often seen in the city pushing a shopping cart and rummaging through curbside recycling bins and Dumpsters in search of redeemable bottles and cans.

How about incentives for continued counseling and continued "intelligence" and documenting his activities looking for any changes.
You want him to know people are watching him closely...you never want him to think nobody cares what he does.

So Mike, you want the taxpayers to foot the bill for Behavior Intervention Plans (BIP) and "paraeducators"for those criminals in danger of becoming repeat offenders? Well it just might work, but wouldn't it be more prudent to develope an early intervention plan (IEP)? American born criminals attended public institutions that failed to intervene in a meaningful way. I am willing to bet that most offenders were taged in some way during their school years, but ittle or nothing was done to correct the destructive behavior. The only safety net that society has in place right now is incarceration and "free" counceling and education during that incarceration. That hasn't been effective. Perhaps we should bring back reform school for minors and load all of the adult offenders onto a boat and send them to another countries boarders? I suggest France.

No like military intelligence or so call domestic spying...police and social services....where we would watch him, document some of his comings and goings, history and other records, all the neighborhood reports and police responses, like one stop on-line medical records where all his records are located, the military and FBI has some wonderful computer programs that allows intercommunibility and relationship connections....you see what i am saying. Most of this stuff could be done in the background and be unobtrusive to the client.
I'd stick some web cams up in the schools' yard hoping to catch him on school properties....why isn't all our school yards recorded on web cams for their safety?
