Who's *Bright idea* was it to convert the indoor mall into the strip plaza?
Bend gets mighty cold at night during clear weather from mid October till late May so now shoppers don't have any warm or dry place for the times it also snows.

Once you get going into September night start dropping below freezing and day times get into the low 40s by late November till late February so who wants to shop outdoors in an ugly California strip mall?
The purpose of indoor malls was to have a safe well lit place that's temperature controlled for people to shop or get exercise. Most malls have mall walker programs that operate an hour before opening where 5 laps is usually a mile for most malls. Good way to stay in shape and lure people into impulse buying when stores open and it's not crowded.
