Open Records Decision
This matter comes to the Attorney General on appeal from the Department of Corrections' actions regarding Mr. Jeffrey A. Guelda's open records request for copies of certain records of the Department.
Mr. Guelda had written requesting to be transferred from the Floyd County Jail; that he had been shoved in a broom closet for asking for legal resources; and that he had filed suit against the Floyd County Jail in federal court over the incident. Mr. Hughes further states that since Mr. Guelda had indicated he had filed suit over the incident in federal court, he felt it was necessary to receive a formal subpoena or request from the court before furnishing documents involving the Department of Corrections. Mr. Hughes states that after he received Mr. Guelda's request, he discussed the request with Ms. Biggs, and she advised him that only the investigation specifically pertaining to Mr. Guelda could be released to him. He indicates that he should have been aware of the three day response time and his failure to observe the requirement was unintentional.
In the Department's September 26, 1996 response to Mr. Guelda's open records request, Ms. Biggs states:

Greg Stumbo is a friend of mine. He don't read this but he knows about it. If Stan the Man's ass is the one that broke the law when that plainy says NOT TO BE PUBLISHED Keep all your lawyers on standby Stan that you were having looking in to slander suits, you may be the defendant. Jail is jail but if it depends on who you are. they have the upper hand because you have broke the law and the law takes care of their own besides
your word is not trust worthy end of discussion.
Greg could care less what is on here I think. He
has bigger fish to fry.
Stan has lot of good points. It is a shame what all is going on. Stop if you can and if you say anything or voice hoe you feel you say Greg going to get you.....wow Stan website is facts. not lies!!!

How will the Detention Center be different under my leadership?

1. I will work closely with county leaders to reduce the Detention Centers nearly 2.5 million dollar budget.

2. I will never hire any of my family members to work in the Detention Center. While I feel it is fine to hire qualified family members in other elected offices doing so in the Detention center causes potential security and conflict of interest issues. Issues that must be avoided in a correctional setting.

3. If elected no current jail employees will be arbitrarily dismissed. They will be better trained and expected to perfrom with ethics always in mind.

4. I will use my knowledge of good correctional practices to improve security within the jail making it safer for both staff and inmates with emphasis on reducing contraband introduced into the detention center.

5. I will work closely with local, state and Federal law enforcement agencies to stream line policies and procedures concerning inmate check inns and transfers.

6. I will reduce the number of inmate assaults by changing operational policies to more closely monitor the inmate population.

7. I will reduce the number of needless costly lawsuits arising from mismanagement and poor decision making.

8. I will reduce the number of inmate deaths by implementing stricter guidelines when inmates report illnesses.

9. I will improve sanitation. Improved sanitation increases the moral of both staff and inmates thus increasing security and institutional control.

10. I will implement an advanced training program for staff members. This action alone will better prepare staff for situations that arise in a correctional setting and will prepare them for advancement. In essence I would like to have all my officers use the detention center as a stepping stone to better paying State and Federal correctional opportunities. Thus potentially creating better paying jobs for many more Floyd County residents.

11. I will not under any circumstance tolerate corrupt staff members. I will have a zero tolerance policy in regards to inappropriate activities that violates detention center policy and Kentucky state law.

12. I will ensure that all inmates regardless of race, creed, color or national origin are treated fairly and in a humane manner.

13. My opponent rarely attends Fiscal Court meetings. I pledge to attend every meeting possible and to make myself available and accountable to the citizenry and Fiscal Court members.

14. I propose we build a low security tent city using the model Arizona’s Sheriff Joe Arpaio implemented. This will elevate over crowding in the main jail, increase jail revenues by providing more space for state inmates, decrease lawsuits and provide job and training opportunities for new officers. We can no longer afford to do nothing.

I'm from "all over" the county and I'm not sick of it! Who really cares if some inmate was locked in a broom closet??? Hell, I've been locked in worse places!

If it was you then someone would care huh.Floyd county jail isn't fit for a dog. Mr. Webb needs to be replaced and im sure he will very shortly.

Steve, you can count on it Roger will be re-elected. He will beat Stan, Nic, bryan, nancy, Bob and the other names Stan uses. With all the stuff on here about stan some of it must be true. There were questions he would not answer for Informen. All stan has done is claim Roger kills people and that dog wont hunt. At least claim he runs after women and give us names and that he sells dope and tell us someone he has sold it to. His other claim was Roger got fired from the state police but wont tell us why.
