Fund set up for abused horses

Adams Co. officials have set up a fund for 37 neglected horses. Authorities removed them from Rick Hill's farm last Thursday and took to the Adams Co.

I,ve been told this has been a problem for several years. if this is true then why hasen,t something been done before now? Obviously the owner has issues,or this would,nt have happened. Now everyone in county goverent wants a pat on the back.
