I'm not really surprised. The whole department is "corrupt". Director John Martin's Deputy Director Ginnie Whisman is being investigating by the Ohio Civil Rights Commission for retaliation. I've never seen so many executive staff members fired in the Department of Developmental Disabilities since Whisman became the Deputy Director. Yeah- and Director John Martin says he has much respect and admiration for his employees? He had a lot of respect and admiration for the Director of Nursing at the Gallipolis Developmental Center that he allowed Ginnie Whisman, Deputy Director to fire just three months short of being able to take an eary retirement incentive that would have given her a 20 year retirement. Some respect for that dedicated employee of 19 years! And he gives his employees that didn't report their charges a 5 day suspension?? Yeah..who cares what they were doing on their own time....but really? You're a Deputy Director and make $111,000 dollars a year and you have that total lack of indiscretion and lack of respect for your wife and family to have sex in a public parking lot in a car? And Director Martin respects and admires you???? Governor Strickland needs to take a big look at that department's corruption and how they are ruining his reputation. I know the person that filed a retaliation charge with the Commission is planning to file a lawsuit. And who will pay for it? Our state tax dollars!! And these people are caring for one of our most vulnerable populations-- people with developmental disabilities? God help those people entrusted in their care!!!

Absolutely!! a 5 day suspension?? The most disheartening statement in the whole story is the fact that Director Martin is saying he has much respect and admiration for these two people? He would have caused less of a stir had he made no statement other than they didn't have sex on state time or state property. Period. But to add that he had much "respect" and "admiration"? What a complete idiot!!

Yes! Wow! The Department clearly has no toleration for people that speak out about "wrong-doings". The Deputy Director, Ginnie Whisman has been allowed to misuse her power by "throwing people under a bus" if they do anything to make the department "look bad". Yes- Director Martin can't be blind to his Deputy Directors corruption. Governor Strickland-- wake up and see the corruption in this department. I know several people that are going to vote Kasich just to get rid of this Director and his corrupt Deputy Directors. I think Martin has proven that the department is corrupt all the way to the top!!! Yes-- I agree....this negatively impacts the mission of the department.

The Ohio Department of Developmental Disabilities administration avoids problems. I bet Director John Martin already knew about the charges and chose to ignore them. More people need to "expose" his corrupt departments administration....just be very careful if you're an insider exposing any problems....they will fire you in a second to make the problem "go away" for fear of looking bad. Director Martin--- keep staffing your department with immoral, corrupt, greedy, Narcissitic, unprofessional, incompetent, disrespectful, and untrustworthy leaders and " As Ye Sow, So Shall Ye Reap"......oh, I forgot....you "respect" and "admire" those kind of leaders....then you deserve what you get.

I consider myself to be a good person, so I will give you some advice: The Director's Office already knows that it was you and your husband who created this time wasting public relations mess and they are furious with the both of you. So, my advice is for the both of you to be on time - not one minute late, do not spend an extra minute over your lunch break, do not access the internet at work (I hope that you are not reading this comment on the job!), do not make any phone calls or do or say anything that is in any way not specific to the performance of your work duties. If you step outside of the lines in any way, YOU WILL BE FIRED. And remember, the Director's Office has a very long attention span for employees who attempt to publicly embarrass the department, so I hope that you are close to retirement or it will be a very long and hard life that you've brought upon yourself.

Human Resources Deputy Director Janet Conkey needs to go back to school and take HR 101....her incompetence will cost tax payers in unecessary lawsuits. And she's making the big bucks???

By the way, Director Martin and Deputy Director Whisman were both recently sued for retaliation. Their "getting rid" of employees that "talk" finally caught up with them. Karma! Unfortunately, the department had to pay out a 100K settlement--- a huge cost to taxpayers to cover-up their corruption and wrong-doing. I can't believe Kasich kept this administration!
