What does the writer mean when he states on 3rd page, "Computers and in-house phones are rarities, as are toilet paper and toilet seats."?

I can relate to the toilet seat part the airport and some of the malls have toilets with no toilet seats I dont think it is because of being poor as the malls are well made but I never found out why they would put in a modern toilet and not put a seat on it?
