“We’ve done everything by the book, gotten all the permits, all the compliance issues, the EPA has studied it and said ‘you’re clear, everything is done.’ That being said, we want to make sure that we get an opportunity to tell people we really care about our neighbors. We care about our city a lot,” Randy Arnett, president and CEO of Southern Ohio Medical Center, said Tuesday morning at a meeting to announce plans to install two grinders to handle any waste material that comes out of the facility.

Portsmouth Mayor Jane Murray said in an April 26 correspondence from then-service director Jeff Peck to Craig Gilliland, director of Facilities Management at SOMC,“As you recall on April 5, 2010, the residences at 2501 and 2505 Shawnee Road experienced flooding of their basements with sanitary sewer. I met with you on Wednesday, April 2, 2010, about this and presented to you a bag full of debris that was taken from the manhole where SOMC is connected to the sanitary sewer …”

Peck revealed that some of the material recovered was commercial-grade brown paper towels. Also in the mix were items such as pads used for EKG testing.

Leann L. Sammons, vice president of Health and Safety at SOMC, said the hospital received a letter from Murray in June (2010) that alleged that SOMC had been improperly disposing of waste that was clogging the city’s sewer lines along Shawnee Road.

Sammons said there had been other discussions about the accusation, and that it had been put out to the public. But she said the June letter was the first correspondence the hospital had received from Murray.

“We have engaged in conversation with her, various leaders in the organization, and to date we have asked for evidence because we do care, because we want to see what the residents, what the city workers believe they are finding, because if there is a problem, we want to fix the problem if there is something coming from our facility,” Sammons said.“And so we have not been presented with any convincing evidence at this point that there is any improper waste disposal that is coming from the hospital.”

Sammons showed a photo of a plastic bag of some items found in the sewer off of 27th Street, and said one of the items may have been a stick-on contact used in performing an EKG.

Sammons said Murray had called several times to request meetings with them, but Sammons and Arnett were not at the facility when the calls were received. However, Arnett, Sammons and Murray were scheduled to meet Tuesday afternoon.

“We will be meeting with Mayor Murray … to see what she has to share with us,” Sammons said.“And we will be listening hard and taking notes, and hearing what she would like to share with us. We are committed to do whatever is appropriate to ensure that we are not clogging city sewer lines.”

So how did the meeting go?

“Not well,” Murray said,“I’m very disappointed in the meeting that we had. I specifically requested that SOMC come with a plan to get the materials out of the system. It’s unlawful for any of these wastes to enter our sewer system. Instead of coming with a system, they said they were there to listen to our concerns.”

Ohhh... sticky pads and paper towels!!! My God, call the National Guard! Yeah, nevermind the drug problem Portsmouth has. Forget about the rampant crime throughout the city. Jobs?.. Who needs jobs anyway?!! Yeah, let's stick it to the largest employer we have. Yeah... that's it... shut down SOMC... so KDMC will be the largest employer... and all the jobs and money will go to ashland. Great Idea!!! Now, if we can just get the justice system to release all the prisoners, and have nuclear power banned... we would have it made!

5. Announced plans to install two grinders, thought you said you were in compliance, and will the grinders be acceptable making solid waste into the liquor waste placing more burden on the WWTP. The Crap treatment plant that we taxpayers pay for?

6. EKG pads, any hazardeous waste? Who's testing?

7. Arnett was notified in April, and we are just now dealing with it, is that how they run the hospital?

8. It's not an accusation, it's information from a regulatory agency Mr. Reisner.

9. The rest of the article is preposterous to come from CEO's, in a major hospital organization, they think they are royalty not executives of a business, wonder why no business and industry comes to Scioto County, their first question is about the available medical facilities. Hello, Mr. Arnett.

10. Oh, where's Ohio EPA, they were so vocal earlier in the year against the mayor. Is Walton Sr. still calling the shots? Was that the Ohio EPA or the Ohio DOT??

I usually do not respond to tripe like this, but this sounds like 'A Scioto County Citizen' is actually Jane Murray ranting.

One of the main strengths of a mayor should be the ability to work with others. It takes all agencies and citizens of a community to work together to get things accomplished. Unfortunately from day one, this mayor has shown that she is unable to do this. This is like living with someone who is bi-polar and not taking any medications to control her condition. The family (in this case the city) suffers from her bi-polar swings that keep the family (in this case the city) in constant turmoil.

SOMC has a long history of working in cooperation with all agencies and has demonstrated many times in the past that they will take any action to improve quality of service and cooperation with all agencies including the city. They have invested over a $100,000,000.00 in this area over the past few years and they are the major employer in this area. The last thing we need is for this mayor to try to close down SOMC so that Kings Daughters can takeover.

What this area really needs is a real mayor that can and will work closely with all agencies for the benefit of this area. Unfortunately right now that is NOT the case.

Oh, woo, your are so pristine, bless your little heart, it's in the right place of course. Funny about the varmints that come out of the woodwork on some events. Stay in there for what you contribute.

Arnett called the press conference and he had notice in April and you talk of working with others. Name them Portsmouth INsurance, ODOT, Ohio EPA, all the fired at the city, Jones, Trent, Mowery, now Arnett, and more to follow and I leave many out. They are all in step but the Mayor. You'd think a couple would work with the Mayor not a complete lockdown, lockout, or whatever, oh yeah the unions, add them to the list.

Get a mind and a life.

Try an authoritative Daddy, government that's whipping them in shape. Get in line Woo. Bellevue?

I assume that "ace in the hole" Arnette thought he had for "his" press conference, the grinders, had EPA approval for content, etc. that's if like you say Ohio, it's not hazardous, etc.

But I bet he does not even know about that stuff, or he'd talk about it, his handlers just gave him the grinders and talking points for the press conference, to let him take notes, it all fits, all fluff and he dun't get it. Poor soul and he makes so much money while people die and starve around him. Justice, right. God will get him for that (Maude)

I represent the community I can not give legal information and or advice "To ASCC," That's the company line of the City Solicitor, the City Council Clerk, the County Solicitor's office, the Ohio AG and many other state agencies.

Who said there would be questions? This thread is for information only on what the poster deems necessary. It's Arnett, the arrogant one. Is he the Pope?

Austin Leedom on the Shawnee Sentinel will tell you how to research that, or on Moe's forum. We are dealing with the operational officer here like the Mayor is of the City, lets not get our boundaries mixed up some more, there's enough people in the Legislative and Judiciary branches of the government in Ptown who think they are the executives, the mayor. Let's not wonder. The executives are at issue here I'm not wanting to replace them, perhaps you want to, go for it?

We are just informing the public so they can step up and do something so we don't have to, I love that one. over.... This is a hoot.

Funny you are so right, but the focus should be on the lowlifes as lee Scott calls them, like the SOMC executives who suck off the city for their lucrative salaries and perks, etc. while people are starving and hurting in the community which makes business for them.

Like the accusation that if they decrease the values of those homes below them, they will be cheaper to buy and expand, etc.

And it's the lockstep most of the "bouys" have not against the mayor but the regulations of the government, etc. that's the real rub, and bouys cause they happened to be, mostly bouys, but the spouses are "close" behind them bouys for the loot. hah.

Trying to say that the mayor is on here with mostly these limps, flakes, etc. shows added stupidity or how the mayor is that much more of a manager and administrator for all she get's done and still be on the computer all day like they tell me the auditor is playing video games? That one I can believe with all the millions of deficits, etc. hah...
