In its finding, the consumer affairs office cleared 26 stations of gouging and struck deals with the other 33.

"struck deals with the other 33"? Do they mean "We told them to give us half of the extra profits you made during that time, and you are off scott-free, otherwise pay the fines" I suppose that is the "deal"?.
