First off, I want to say that I was born in Oak Harbor at Whidbey NAS. I am not Dutch but lived in Oak Harbor until I graduated and my family still lives there. I married a man from Ca so no, Californian's are not all bad. My father is retired military and stayed in Oak Harbor. I own a property that is mangaged by Churchill and Associates. I want to say to 'ripped off' that a walk through inspection before and after moving in and out would have saved this person the feeling of being 'ripped off'. If you walk through at the start and the door is fine, and then at the finish and it is broken, then you are responsible for the door unless it was normal wear and tear. I have paid for things that are normal wear and tear. I should not have to pay for a door YOU broke. You see, Churchill is not getting your money for the door. Either YOU pay for a new door, or I pay for a new door. They bill your or they bill me. It isn't fair to blame Churchill and Assoc. because the door is broken. They don't actually make money on your door. They charge a fee for management. I have always been happy with Chuchill and Associates and have found them to be fair and honest. I also find them to be true to what they say. It is unreasonable for you to come online and blast them because YOU moved out early, broke the door and shut everything off. There is typically a utility account for rentals that stays open and is switched to the responsible party by the owner. If you shut off the water, we have to pay to turn it back on. So YOU would pay that, or I would pay that.(but see, I shouldn't have to becuase it should not have been turned off, only switched over to me) Again, something you missed in your instructions. Read your lease agreement. Churchill and Assoc. is a good company to work with. And Mrs. Churchill is a judge. Sounds fair to me.
If you actually researched the management company that you do business with, you would know that they dont allow us to do the walk through with them. They are scammers. It is ILLEGAL for them to do the inspections without us. We have to turn off the water when we leave because they will charge us for the days we didnt even live there. Those are the prices YOU should pay since YOUR the one renting it out...there are downsides to renting out your home. and YOU pay for them not us. thanks.

In response to your to comments concerning the Navy and it's retirees. I am also a newcomer to Whidbey I have only been here 17 years as a homeowner and a taxpayer. I make it a point to buy local and from private family owned business. And I am a Navy retiree, who doesn't even know anybody in California.
You need to be careful with your stereotypical comments. The Navy in Oak Harbor provides the majority of the town’s income and tax base. And the thousands of jobs for people in this community. Not to mention the amount of time donated by Sailors and Marines in our local community and schools.
I believe the Navy has brought more positives to this community than negatives. If it wasn't for the Navy I believe the Churchill’s rental business would not be so lucrative.
Just a thought?

Churchill wouldn't do a walk through with me when I got here, they also can't fix my apartment. Everytime they try to fix something, it stays broken or becomes broken in a new way. I honestly dont think its a churchill specific thing, as many places as I've lived in as many states, they all do it. Its more of a rental property scam. I also take offense to the Calitrash comment. If you didnt want navy people around, you might want to move away from a Navy base. The navy and the military are individual communities, you have all types in them, including trash and snobs like you.

We recently moved out of our apartment rented by Churchill. When we moved in, they were very nice. Little did we know the problems we would find in moving out. I never thought that it was odd to not do a walk through with the property manager, until I heard from people I know it is quite common, and does nothing but protect both parties. I was only given a move-in checklist, the bare minimum to be legal. Upon move out, my mom who is a Landlord herself, told us we should schedule a walk-through with someone from the office. I didn't think that would be necessary until everything I read on this website. So I called the office the next day to do that. I said I would be moving out soon and wanted to schedule a walk through with someone. He said, "That is not our policy. We do the walk through after you move out." I said I understood that but wanted to be present to protect ourselves, so could we please go. He replied "No, we do not allow tenants to do a walk through, you will hear about the inspection within 14 days in the mail." I hung up the phone infuriated! What were they trying to cover up, that they couldn't let us come?! Over the next 2 weeks of getting ready to move, I called tenants right hot lines, looked up the land lord tenant laws, and really struggled to find anything specifically about the "move out." The day we went to turn in our keys they still took the same stance. They would not let us go, and claimed that it was because Mr. Churchill was too busy, and if they did that for everyone it would never happen. We told them we would be available ANYTIME, even MIDNIGHT! Anything to make it so we could be present. Clearly flustered, the women in the office just kept telling us the same story. So, we called Mr. Churchill. While on the phone, he was very rude, and it was just a ten minute long argument. I kept saying, it was NOT in our lease that we could not be present for the walk through, but he said nor did it say we COULD. After feeling like I was talking to a 5 year old, he finally stated that at that moment he was at our apartment, doing a "pre-inspection" and it looked clean, and as long as we did everything on our list, we should get our full deposit back. If he was sooooo busy, why could he just drop everything and go there? We could have met him! At this point, it wasn't even about getting my money back, it was about the principal of a silly policy, not allowing tenants to go along for the walk through of their place. We ended up getting our full deposit back, but from other experiences I heard from people with them, I am pretty sure we just got it all back so we would shut up about it. Well, I still think everyone needs to know they are shady!!! I don't agree with this policy at all, and I don't think you will find many other property management companies or landlords who work this way. I would avoid renting from these people if you can.

I dont doubt you got ripped off. They really do take advantage of the navy, especially the young ones who dont know better. We rented through Koetje and did not do an innitial walk through because it was a new place, then because I have been ripped off before I insisted on doing a walk through when we moved out. They told us that waz not possible because the person who does walk throughs did it on their spare time. I told them I didn't work so when ever she headed over there to call me and I would meet her there. No call and $600 in "damages" BS if you ask me. Most of it was cleaning when I cleaned it and also hird a professional. The other thing they did was come into my house while I was gone to "inspect" We had moved in a few days before they came and the house was a mess. we were not home to defend our self so they took pictures of the mess and sent them to us saying it was marked in our file and that we had to clean the house..... I was livid and thretened them with a lawsuit, We looked up renters rights and since we were not doing anything illegal and had not warrented a search they violated our lease. Moral of the story stick to renting from personal land lords, they are usually more understandong.

I love it when people say they are going to small claims and they never do. They just like to hear themselves talk. I know this idiot that wrote this comment and they did go into the churchills office to discuss the bill, but they ended up paying the whole thing because they were wrong. Sure I think dusting the top of the door is a little overboard but oh well the next place you rent you will be sure to do it won't you. This isn't daycare people grow up!!!!!!!!!!

Two weeks later Churchill charged me to have the water turned back on and for my last billing to the water dept. They also charged me for a new door that was never broken. I called the Water Dept and they said they never turned back on my water and that Churchill never paid any money on my account. So why then did they charge me. Then I called about the door and spoke to the person who had given them an invoice and he said that he never replaced a door there and that it was just and estimate he faxed to them after they had called and asked him to. So then why did I get charged for a brand new door. Why did I also get chrged for the top of two doors being dusty? They sent a cleaner to the home for 20$ and hour to dust the top of the doors, oh yes, the top! Churchill will still not return my calls or my fiances. I got ripped off by 400.00$ out of my deposit for things they said they paid and never did. I am writting this to warn anyone who is thinking about renting from churchill. Dont do it! I hate when people degrade others on these posts saying "if you are have way smart" first its HALF, second I WAS very smart and took every measure possible to get my deposit back, rewarding us in the end. But that still doesn't excuse Churchills outrageous old school ideas and inability to budge on anything that was "policy".

Look, all I can say is protect yourself. You can not expect the people working in these offices to come to your rescue. They do not have any control over the prices that are charged by the people doing the work. They do however have control over who they hire to do the work and these people should hire less expensive repair people who may even do better work. So next time you rent an apartment fill our your inspection paper, and take pictures keep a copy for yourself of everything. Then call in repairs right away; do not wait till you move out or just before or you will be charged for the repair. I have worked in this feild in the past and I do know that the employees get the worse of the complaints not the people who do the hiring and contracting of the maintenance. Just protect yourself and take pics of what the place looked like before you moved in and then know that you need to return it in the same condition. The Owners should not have to pay to fix your damages, and they are the ones who pay if you don't not the rental companies.

I quess it goes without saying that if you take care of the place you are renting and act like an adult then you will get your money back. But if you act like a child and ruin the property than you will have to pay like this idiot below.

work for churchhill much?

there is absolutly no way possible that those basically identical posts from you are actual legitimate posts.

George churchill is a piece of shit piece of work. Yep, you read that right.

Even with photos and signed documents from their office upon initial and final walk-through, they still fuck you over.

Don't rent from them! It's really that simple.

Look how far back these posts are dated! They go back years and years and are people are still frustrated with the same exact things! Overcharging for things that weren't even the tenents' doing. hmmm seems to be a pattern here!

Talk about some abuse of power. These people are really a work of art. I highly recommend NOT renting from these people.

Have a complaint? Don't waist your breath. You and everyone else will receive a letter but don't expect any additional enforcement.

Need a repair? May as well waist your own money and do it yourself. Maintenance is HORRIBLE at there job. They even go as far as saying they came by and fixed the problem when they hadn't.

Clean your place PERFECT, even hire the person that does there cleaning for them. Don't expect your deposit back, they will make excuses and even go as far as charging you for landscaping!

As for taking advantage of service members. I AGREE 10000% with the previous statements. They have no respect for our military and will screw them over without any care.

DO NOT RENT FROM THEM.
DO NOT RENT FROM THEM.
DO NOT RENT FROM THEM.
