Animal welfare goes before commission

We are fostering a dog from Titusville SPCA. When we saw the dog, she was imaciated (one can see every bone sticking out). We felt pity for the dog, and wished to bring her home where she can have good care and enjoy what is left of her life with our healthy dogs.
When I brought the dog home, she seemed to have no clue how to be a dog, but she has a very sweet personality with people. I contacted Titusville SPCA for more information regarding the dog. They kept transferring me to extensions that did not answer.
Since I'm trying to do the best for this dog, I don't understand why I can't get an SPCA person on the phone who can tell me something about the dog's history, or at least whatever they know about her. She was seen by their vet, and I'm sure he did his best for her. I'm trying to do my best for her, but they seem uncaring or too 'busy' to offer me any information on this dog.
