Pompano Beach Fire Rescue said that individual property owners and not the city are responsible for maintaining storm drains because those drains sit on private property.

Seemd kind of convenient for the city to make this claim so as not to maintain them. Imagine if this applied to fire hydrants also. They seem to be located further back onto ones property than storm drains. But when the city needs an easement right they will certainly take advantage of it.
