That's the vicious circle. Many of these AB-109 former inmates should have never went to jail in the first place. There are some that deserve hard time. But many of these non violent criminals did hard time and actually got a degree in crime in prison. Corrupt prison guards along with the mixing of hardened criminals turned these former non violent criminals into thugs. The system is broken and we only have ourselves to blame. Just like dui checkpoints actually catch very few drunk drivers while they all go around the check point, the prisons put many non vicim criminals in for long sentences only to turn them into career criminals. What is not a crime anymore. Its really sad when a cop is three times more likely to drive drunk than you. He is 1.7 times more likely to hit his wife. He is 7 to 8 more times likely to speed than you. And they are making the arrests. Scary. Very scary. Rehabilitation is not just a word, it works if you invest. Otherwise your going to pay one way or another.
