No, nuclear probably would not have been a real option were it not for South Carolina's law shifting the up-front costs to customers. Without it, Marsh said,“we probably would not have undertaken construction.”

Nuclear is certainly like renewables in terms that most costs are 'front loaded'. This makes government loan guarantees a way to encourage or discourage investment.
