How fast can you usually get in these?

It depends on what housing you're looking at and how many bedroom. I know the Pocahontas Housing Authority takes about 3 months to get into an efficiency or 2 bedroom. I'm not sure about a 3 bedroom and unless you're old or disabled you aren't going to be able to get a one bedroom without waiting about a year.
Oakcreek takes a little less time I think but they're not nearly as nice of places to live in. I'm not sure how you go about getting a low income house. It would have to be HUD approved and that's a mess.
