No not directly. Indirectly he has by blocking federal lands from Mineral leasing programs. The drilling moratorium delayed new production for a year and increased regulation has added cost. He has added cost to electricity because they have blocked new generation from coming on line and refused permits for new coal plants. He has been lucky that many new wells have been on private land that he couldn't block so production numbers have increased anyway.
The administration wants to block hydraulic fracturing which is the key to most of the new finds.
Production is up in spite of his efforts. But he doesn't set the price of gasoline. If he could it would be 5 dollars a gallon. That's what he said he wants it to be.
