Frisco resident sues city over handling of Collin County arts hall

A Frisco resident has filed suit in small claims court over his city's handling of the regional arts hall, whose fate remains in limbo.

Why not Frisco City uses that 2 million to build a small arts building or other business on Frisco side of that area (Not Allen side)?
The law sue between Frisco residents and Frisco city is not good to all Frisco.
Other towns and their residents will just laugh at Frisco to see a battle in itself.
I had been told that Allen city put lots of investment to repeat what Frisco had and not put more money on this project. However, the previous planned Arts Center is really more benefit to Allen.
