noisy animals in neighborhood

how come people can have noisy animals like roosters that crow every hour all night and day? I thought there was a ordinance on this. If this is the case I think I will let my dogs out all night long to bark. I also have contact attorney and will be hearing from them tommorow. All the neighbors are upset and the town does nothing. That is because the person works for the town. I guess they get special privliages. When yo talk to the town they do not even want to hear it.
