Officials defend funds used to promote child-abuse hotline

35% of the total funds went to the advertising company for their fee, which is not unusual. What is unusual is that the Zephyr Group is not even in the Yellow Pages. The only Zephyr Group in advertising is a big out of state company. Did they find someone in state as a front so they could get around the local company preference rule?
