Can anyone tell me the need to have the County Police? I dont see much crime in north and south Parks. They have 4 Officers in each park on every shift. They each make around $90,000 a year and sleep most of the night shift. I was in north park one morning and it was about 5am when my dog got loose, I saw a County Police Car and went over to it and asked if he seen my dog. The Officer was dead sleeping in the car that was parked in the woods. In South Park half of the Park is Bethel Park and the other half is South Park Twp, these two Boros could patrol the park and save some of are tax dollars which could be used for other things. Murders and Major crimes in the County could be handled by the State Police and the Sheriff Dept. The Airport could be handled by the State Police. Allegheny is the only county in the State that has County Police. This is Onorato's Private Police Force that he controls. If Onorato wants to show people that he is a tax cutter then he should start by merging the county police with the Sheriff's office and save us millions of dollars.

And your post, in the form of a question, solicits other opinions, but to which you clearly are not open to any consideration. Did the county police give you a citation? Toss your arse out of a park for "suspicious activities?" Or did they reject you application for employment? You've far too obviously an ax to grind here; you need to learn how to be a bit more subtle.

Krakus, your couldnt be more wrong. I am a local Councilman that is looking out for the Best interest of the people. By cutting the County Police out we could save millions in tax dollars. The County Officers wouldnt lose their jobs they would just work for the Sheriff Office and maybe they could help patrol in poor communities that need more police help instead of patroling North & South Park in the dead of winter, even the County Officers themselfs say that they have nothing to do in the winter at the parks.

If you simply roll the county police force into the sheriff's office, and even advocate patrol responsibilities beyond the cuurent scope of duties of the sheriff's office, how on earth would you realize your "millions of dollars" in savings? And they're seven more county parks other than North & South Park, as well as the responsibility for police services at the Greater Pgh. and County airports. Additionally what of the services the county police currently provides local municipal law enforcement, through their detectives, forensics unit, bomb squad, swat team and the police academy? For one who claims to be a "local Councilman," you seem fairly ignorant of the full scope of the role and mission of the county police and municipal public safety costs.

We dont need Police Patroling Parks when there is nothing going on in the park. The Local Municipal Police could cover the parks most of the year. during the days in the summer when needed the sheriffs could handle it. How we would save money, First cut the overtime the County pays the Police Last year the county had over 15 Officers that made over $100,000 to patrol the parks. I not talking about the detectives these were patrol officers at the parks and airport. second, We have the DA's Office and State Police that could handle All of the Forenics. Once again the Current County police when they join the Sheriffs would still be able to do Bomb squad and K-9. Poor commuinties really are in need of extra police patrols which with the extra manpower the county would be able to do. Close down the stations in South and North park and have one station Downtown for all County Police. Use the same Payroll clerks, same payroll, same office staff, Use same academy as the City or state and buy the Police vehicles, weapons, uniforms, training, computers in a mass bulk instead of buy one here and one there. I also would have the Sherrif Office take over the Jail which is very poorly ran and overtime cost there are out of control also.

We don't need police patrolling the parks, but you still offer nearby local police to perform those duties, along with the sheriff's office "in the summer." Which is it Frank: do we need the county police or do we not? You contradict yourself. And who's going to pay for the municipal police patrolling county property? I'd vote your arse out of office- tout de suite- if you volunteered my community's police to take on these responsibilities! And why do you think smaller forces can do this more efficiently? And who'll coordinate services? I'm sure the sheriff would seek additional budget funds as well... he'd be a fool not to do so.

And why do you think the sheriff's office could run the county jail more efficiently? And by the way, numnutz, the county police don't operate the county jail! Your ignorance is simply astounding!

And to propose cutting police overtime by simple fiat demonstrates your lack of experience in public safety and any understanding of labor law with respect to compensation.

And I wonder if Steve Zappala or the state police are willing to take on additional responsibilities you so generously volunteer them for without compensation? I don't think so. Ask some citizens of municipalities who must rely soley on the state police about the service? Uncompensated state police service for non rural areas is something the legislature is already looking to end, bub.

And joint purchasing in public safety is already here. Finally, although you said before that no jobs would be lost, you now propose the wholesale elimination of administrative and support positions. Yet another self contradiction!

If Frank is your real given name, they'll be elected officials named Frank all over the counting sweating re-election if their opponents share your thinking on public safety as possibly their own. The county would fare far better if you'd just reserve your ideas for your own little community... and gawd help them!

There have been many Local and County Officals that have made the request to have the County Police merged with the Sheriffs Office. Did you also know that we are the only county that has a county police force and a sheriffs office out of all 67 counties in pa. Did you know that EVERYOTHER County in Pa has the Sheriffs office that patrols the Parks or the Local Police handle it. Night time and winter there isnt much action in the parks to have a Full time Police Force. As to Zappala taken on extra duties thats the Job of the DAs office. Everyother DA in the State does it. Boros that would help out in the parks would be compensated when it is required. The County Jail is ran by the County Guards Union. There have been guards arrested for drugs, Beatings and having sex with inmates for drugs. Their trainning is very very minimum in comparison to the Training that the County Police and Sheriffs get. One more thing Numnutz, I was the top vote getter in the last election for my area and I am all about making Government work within their budget and not wasting taxpayers money.

Ah, Frank, m'boy, having run out of ideas, you resort to an ad hominem attack, that's just sad. So, exactly who are the "many" who have supported your opinions, Frank? And did you not know that until a few years ago, most DAs in this state were part-time? And a union runs the county jail, not the county Dept. of Corrections? And do you really think anyone cares what electoral success you claim to have had, to bolster your opinion? Can't they stand on their own?

Allegheny County Council is looking at whether it makes sense to join four police departments into one.

Currently there are hundreds of police officers serving the county but working in narrow jurisdictions.

Allegheny County Council is poised to take two steps tonight regarding policing in the county by voting on preliminary approval to make the sheriff an appointed rather than elected position and to consolidate that department with the Allegheny County Police, the Allegheny County Housing Authority and the Port Authority of Allegheny County Police.

Council members held their first formal meeting on the process Thursday when they met with the heads of the four police agencies.

They are vastly different departments.

The county police has 285 members and a $24 million budget, according to Chief Charles Moffatt. The members of his department step in to help municipalities with investigations of homicides and narcotics trafficking and can provide a SWAT team or bomb squad. They also are responsible for patrolling the county's parks and the airports on a daily basis.

The county sheriff's department has 150 deputies who provide court security, transport prisoners and guard them at hospitals, and serve warrants for custody and on fugitives. Sheriff William Mullen said his budget for the department is $11.6 million a year.
