In my opinion the Constitution was as meaningless then as it is now, that was just a pr campaign to keep the people calm.
As if unconstitutional legislation can't pass, that's laughable, even when challenged unconstitutional laws stand.

Second, there was no Constitution in 1779. The Constitution wasn't adopted until 1789 and the Constitutional Congress didn't meet until 1787.
