Its not the counties property to renig on. It was the airport property. The peoples property. Property that we should have been able to rest assured that would not be sold for what appears to be half the apprasial. The board should have taken steps to clear this issue but with there business as usual thankfully someone has stepped up to try to correct what I feel is a wrong.

I am curious if you have read 100% of the information aquired through the Freedom of Information request? Have you read the last five years of airport board minutes? Then if you haven't please consider who and where you are getting your information.

Very simply: The original 'professional' airport board (with decades of service) refused to violate federal law by laying down for Little Frankie.

Little frankie apparently very angrily REPLACED those board members with inept, unqualified, non-pilot lemming cronies he knew would do his bidding. Only those cowards and GOD know why.

Property appraisals were obviously manipulated and we, the taxpayers, took a multi-million dollar hit.

The property was then "verbally sold" to the public, by Little frankie and that blackburn guy as being for affordable housing.

Any and all engineering I have heard of since then appear to have been studying the feasibility of a very snooty, exclusive, elite, white collar country club/golf course.

Listen to Blackburn, on 99, crawfish by stating that 'engineering' now shows the property not 'suitable' for our promised housing.

Only a fool or little frankie crony will believe the bull sh*t we are being fed.

No....The Fiscal Court as an entity had no say in the deal.

fiscal court has to drop their pants and have help counting to 21! The city just has smarter people and you can fix stupid. Why should the Pike County tax payers watch their tax money being wasted "given to the courts lawyer buddies" to fight a case they can't win....

To late to raise the drawbars after the cow is out! They should have been stopping the sale before not cry after!
The fiscal court is as dumb as a box of rocks, other than hand out those no bid contracts for no real work, what do they do down there? Aside from wasting montey!

I agree with the millions in no bid contracts, never figured that one out. However, I must disagree about the sale. The court has no say concerning what any board does. If you'll recall, our Water Board sat idly by and did nothing as taxpayers money, via UMG, contributed to one of the sleaziest, untrue, immoral attack ads in the history of this County. The water board, as well as the City of Pikeville, both continue to use UMG. Our Fiscal Court on the other hand has stood firm and asked the tough questions. Thank you Pike County Fiscal Court!

That is funny. Maybe some actually do feel that it's better to side with crooks than honest officials.

Of course though I am definitely NOT referring to all the county officials as honest. PLEASE don't think I am that dumb. My faith in Windmill wayne is a thing of the past, if I ever had any faith at all. The three Magistrates sitting to his right are as bad as Little frankie's puppets.

Don't let us forget about Hillman Dotson. He went over to the 'dark side' and voted in favor of NOT opposing HB496 which forever hid any and all evidence of corruption possibly, and very likely, involving elected officials and UMG. Fat cats all over Eastern Kentucky could be heard partying and laughing at us when that bill passed.

Magistrates Jeff Anderson and Chris Harris are our last apparently HONEST elected officials and have been viciously attacked for it from all sides. The mayor, State Senator Ray S. Jones and their lap dog, Bill Hickman, are playing a dangerous game by funding smutty videos against honesty in government.

Today I watched the city managers report. I can tell you this program ranks right up there with the WWF.

These two men sit there and feed off each other without the public present to ask questions. Totally scripted and nothing but a one-sided propaganda campaign.

Donavon how about tellin the public about the 'as is' questions in the apprasials. That is a very important thing you left out. Much like you left out the Dixon Nunnery apprasial. And I replayed it several times to make sure I heard you correctly. The board does not have a duty to the city and county as you implied. Their duty is to serve the interests of the airport period.

Lastly I noticed you mentioned the new row of hangars built with your newly installed board. Trouble is you and your sidekick clown failed to mention that your new board payed almost ONE MILLION dollars of the peoples money to build that row. Please take a moment of your time and find out how much the old board payed for two rows of hangars. Around 5% of what your guys paid for theirs. This is just part of what the people need to know. Not your Goebbels style propaganda infomercial.

Do the right thing and pay up another million or give it back.

Mr. DeBourbon and the board in charge at the time built TWENTY ONE very nice airplane hangers at an expense to the local taxpayers of only FIFTY FIVE THOUSAND dollars.

Little frankie used his office to replace the board and have his puppet BILL HICKMAN installed in the chair formally held by Mr. DeBourbon.

BILL HICKMAN, along with his law partner, RAY S. JONES, JR., insisted, since they held the power now, they wanted ADJOINING BERTHS for their own airplanes, and they wanted BRAND NEW HANGERS!

BILL HICKMAN, a non pilot and woefully unqualified chair of the mayor justice appointed board, had app.$8,000,000.00 to waste. He authorized only NINE new hangars be built and at the cost to the local taxpayers of $888,000.00.

Later estimates put the self indulgent waste at more like ONE MILLION DOLLARS!

We sat back and allowed Bill Hickman, with Little frankie's approval, to spend nearly a MILLION dollars of OUR money so they, RAY S. JONES and BILL HICKMAN could have NEW, side by side, airplane hangars for their personal pleasure and arrogance.

Anytime I see two people from the same side and no one to question them I get the feeling of being hoodwinked. Nevertheless I watched with interest and took notes. Notes and quwstions that would be important for the public to know as I noticed each of these city men often spoke of informing the public.

One comment/question I will ask Mr. Cheany and Mr. Blackburn is. Both of you spoke so highly about the airport chairman Mr. Hickman. And I will say outside the airport dealings I would agree that he has a great record. But after spending over eight hundred thousand dollars for that row of T hangers who do you suppose was the first ones to occupy them. Let me help you on that one. Mr.Ray Jones Jr. and Bill Hickman.

Let me educate you just a bit more. Your guys will suggest that the current two rows of T hangers were at capacity and there was a long list of people on the waiting list for T hangers. That is completly false. Read the rules for hanger occupancy and you will find that anyone using a hanger must have a legal aircraft. I suggest that there were several hangers not complying with this rule. In addition please inquiry haow many of that list actually were added to the airport T hanger rentals. One person. Yes one person on that list is there now.

The day the first shovel of dirt was moved for the new row of T hangers there were three available hangers available in the existing hangers. So why the rush to spend eight hundred thousand dollars of the airports money? In the end Mr. Jones and Mr. Hickman took their side by side hangers avoiding the trouble of moving into old used hangers separate from one another.

Now that is from the one you two suggest is above reproach or anything wrong. At the very least it doesn't pass the smell test for the chairman to jump right into a new hanger that he failed to ask for Federal funds to build.

Another thing to chew on about your new board is the handling of the coal that was unearthed in the sire preparation of those 800K hangers. Can anyone provide the public, and I know you are concerned that the public gets the information, with cancelled checks for the coal that was delivered to McCoy Elkhorn Coal Co. Why did a sitting board members trucks haul the coal. Did anyone on your new board bid out the sale of this coal?

This is just two things of many that the public need to be informed about. But with you city guys you only want to have one sided propaganda sessions. And that sir is without transparency.

Why did McCoy elk horn get the coal. Was they the high bidder. I wonder if the air board handled that deal or some engineering outfit? I suppose Donovan will pass on this one. But on essence it' was your hand picked bunch that handled that situation Donavon.

Ever since Little frankie 'politicized' the Pike County airport it has gone to hell. There was enough funding in interest bearing safe keeping to support the airport for many decades.

Little frankie wanted the property and millions of dollars but was denied access by federal law and the 'original' airport board's reluctance to commit a felony for Little frankie.

To circumvent the law, Little frankie appointed new board members and one even had the stupidity to ask, in a board meeting,..."Is there any way we can 'get around' the "revenue diversion" federal laws? He was planted on the board for no other reason other than to rape the airport bank account and give Little frankie anything and everything he wanted.

There were around EIGHT MILLION DOLLARS in the airport account to fund safety improvements and pay for general operating expenses.

My understanding is that Bill Hickman has built new hangars and wasted money on a phantom "dip" in a runway that Ray S. Jones, Sr. said caused him to damage Hickman's airplane. Also, Bill Hickman's puppet board paid out a fortune to some (maybe from Georgia) company to come do some kind of unnecessary "ultrasound" experiments on a section of the airport that is not even used.

Latest figure I heard has Bill Hickman having wasted nearly FOUR MILLION DOLLARS with no way to recoup those wasted funds and nothing to show for it but NEW ADJOINING hangars for himself and his law partner, SENATOR RAY. S. JONES, JR. Of course Little frankie has also been stroked and is somewhat appeased.

Of course the nearly ONE MILLION dollars wasted fixing the phantom RAY BLOW JONES dip can be called "by the best crooks in Kentucky" 'justification for' wasting all that money which required nearly thirty years to accumulate.

Little frankie got his precious Merian's Branch property for a song and his crony, Bill Hickman, has just been throwing money (that he had left) at anything and everything!

None of them really give a damn now!
