The only real damage that President Carter did was when he reduced the top tax rate on capital gains to 28 percent from as high as 98 percent on the very wealthiest people with huge incomes. That set in motion the situation that we have today in which a tiny elite of billionaires control most of the nation's wealth, leaving too little in the hands of the vast majority of people for the consumer economy to function.
Too little taxation on the wealthy few is the root cause of our present economic crisis. It will not be solved until the tax rates on the wealthy are increased to where they were in Eisenhower's time, the great accumulations of wealth broken up and redistributed by government spending, as it was in the prosperous years 1945-1975.
